How Do I Help My 17 Year Old Son Addicted to Heroin? I'm Afraid He Will Die Without Immediate Help.

My 17 year old son is addicted to heroin. He entered voluntarily an inpatient program last year, after an overdose but he dropped off after 2 and a half months because he thought he was ready to leave. We couldn’t force him to stay.
A few months went by and we thought he was in fact drug free and have learned from his horrible experience. About bout 8 months ago it all started again. Yesterday I found out that he is using heroin, cocaine and smoking crack. I am desperate!!!
I confronted him and he was very defensive. I cried and begged him to stop and go into a rehab program. He said that he will step out for two weeks and then go, but I'm afraid he is not stepping out and he won't make two weeks.
I would die if something happens to him. I need to do something but not sure what. I've been reading about it and some posts say that calling the police on him, having arrested in hope of a mandatory drug rehab court order won't help him. That he needs to do it voluntarily. Others say that I should do it.
Please, is there a DA or a doctor or an expert in any way, that can give me advice? Please, I am desperate! I want to help him, and I know that time is not on my or his side. What should I do?
I can’t afford any private treatment programs that claim that they can come pick him up and handle the situation. I have no financial means
to pay for a rehab; it must be a public service or a private facility that would take a pro-bono case or someone that offers a grant or something like that.
Is there anyone out there that could help save my son and my family? I'm praying that this post will find an angel that can help us. My son is a good kid. He has a wonderful heart and he is so smart ... I can't believe he got to this point. I don't know how it happens.
Obviously he hasn’t made any smart choices at all, but I know in my heart that he wants to be free of drugs and back into a normal healthy life. Please help.
